Initiative without Cards Determining initiative without using cards in Shatterzone
 The order of initiative is normally determined using the card deck, but this is the procedure for doing so with just dice rolls. Each character involved in the conflict rolls two dice to generate a bonus number, adding his confidence rating (for interaction rounds) or agility rating (for combat rounds) for a total initiative value. All tens can be rolled again. The characters perform actions in the order of highest initiative value to lowest, with ties being considered simultaneous.
  If a character with a lower initiative value is not capable of performing an action due to other characters’ results during the round, he is out of luck. While characters can perform more than one action during a round, they must all be resolved before the next character acts.
  Once all characters have been given the chance to act, the gamemaster briefly summarizes the events of the turn to prevent possible confusion. At this point, the conflict is either over or another round begins, restarting this process. Interaction and combat rounds continue turn by turn until one side is defeated, surrenders, runs away, or another situation otherwise stops the conflict.
